Rad CB450 tank?

Man, this bike is ready for business!
Can anybody tell me anything on this bike?  It's a Cb450 right?  What tank is that and how is it fit to the frame?  Is this tank really as small as it looks?

It appears  that they "chopped" the bottom off of a sport bike tank.
