why does it not upload my pic

aparently everytime i try to upload a pic it kicks me off why is this

my pic is of a broke piece i need help with and it syas internet explorer cannot display web page hello what the f-----  why does it do that i try to add a pic by using additional options get the picture from my computer just like the other sites but this one will not let me help

Is the image larger than 256k? If so resample/resize it in a photo editor to get it down.
