valve adjusting

I was adusting the valves yesterday (due to other probs) like the manual says. but if i set the 4 to be set a 1-4 tdc some rockers are close to the top of the cam. if i rotate the engine 360, then there is a totally different clearence? same on 2-3. Are you supposed to do it twice or only when the rocker is not on the cam top?  I adusted them once before and when the bike was running there was not alot of power. This could be the cause right?  82 cb650

Keep in mind the cam rotates at half the engine speed, so one of the times the cylinder is at TDC it is just finishing the compression stroke and the plug has fired to initiate the power stroke.  This is the point at which the valve clearance is checked, since both valves are closed and there is clearance between the cam base circle and the rockers.  The next time the piston comes to TDC, it is finishing the exhaust stroke and starting the intake stroke, and the cam may still be acting on the valves.

Thanks I got it now.  How much power loss would that have cost me?
