Help with carb fuel lines

I have recently started to work on a 1974 cb350f. It would not start so I tore down the motor to the base case. It had bad compression and I thought it might be a blown head gasket, however upon further inspection the head gasket looked good. While I have everthing apart, I thought I would take a close look at the carbs. I found one nipple with a fuel line attached and two nipples above that with nothing attached. I'm not sure what they are, fuel line nipples or maybe vacumn nipples. I have a clymers shop manual, but I can not find any reference to these two nipples.

just vents.  tube them.  run them out near your airbox, and down between your lower case and rear tire.
