"Van" means from, and is very common here in last names. It usualy means a name descibes where the person was from originally. There is a place called Neerpelt in Belgium, so your name could mean "from (Neer)Pelt".
Another option for the use of the word "van" is that the familie were named after something they owned, usually land or something very valuable. "Pelt" could also mean "made out of fur", as in a fur coat or something, so it could descibe a person who owned a lot of fur clothing.
What's also funny is that I once went to a motorcycle dealer here that was called Van Pelt, so perhaps the motorcycle bug runs in your family Wink
Try to find out as much as you can about your grandfather if that's possible, a full name and the name of his wife would help a lot here. And if you know a year of birth that would help too.
