Is it normal for the Valve Cover to be stubborn??

I've got my engine out rght now. I removed all 14 bolts plus the 2 hidden under the breather cover.. My valve cover barely budges, but will not come off.. Am I missing something????

I take it this is a 750? There are two dowel pins in the front, use a soft hammer and gently tap it upwards.

Well, i found the problem. I only pulled half of one of the screws out without noticing. Looks like the part of the shaft thats left in there is heavily corroded. I'm going to leave some rust penetrant on it over night then hit it with some heat tomorrow.... God I hate the 70's right now...
