One hour north of LA huh?
Well for the frame you could go to the valley I guess to Valley Cycles. Kurt Winter at Valley Cycles in Chatsworth.
http://www.valleycycles.net/ He know CB750s really well.
Spoke lacing would be Aaron Holguin at wheelwrightusa in Chino Hills
http://www.wheelwrightusa.com/. Call him up and just send him the wheel parts and he'll get them back to you in a few days. If you need spokes, he can get those as well. He does an amazing job. You can also check out Buchanan spokes in Carpinteria in Ventura. http://www.buchananspokes.net/categories/labor.asp Little more money but great reputation.
For chrome, blasting and powder coating, There are three places in Anaheim.
If you go right on Fountain Way from La Palma, the three places are at the end of the street on your left.
The first is called Luxury Sinks, 1165 N Fountain Way, Suite D Anaheim 714-632-1532 ask for Mary. They do chroming, polishing, anodizing, blasting and powder coat.
The second place is just to the left of Luxury Sinks called Latino Polishing. 1165 N Fountain Way Suite A. 951-317-1971.
They do primarily chrome wheels but can turn a pile of rust into a truely amazing triple chrome deep luster show piece for sixty bucks..
The third place is a cheap chrome shop just to the right of Luxury Sinks/ The guys name is Tony and the phone numbers never work. The best thing to do is stop by and ask for Tony. He'll do whatever you want but you should negotiate the price but he's best for springs, bolts, small metal parts and the price is very reasonable. Quality varies but he'll re-do it if you're not satisfied.
There's a chrome shop in Hollywood a friend uses that are good too but expensive. Highland Plating and the phone number is 323-850-1020.
Local machine work for boring, honing, head work etc would be Costa Mesa R&D
http://www.engine-machining.com/My%20Web%20Sites/machine2.htm Hope that helps. I don't know LA very well.
And this stuff is anything but a dying art. Spend some time on this site and you'll see.
