This is good, but I think they make a rust converter that works with gas tanks as well.  Por 15 makes something

I haven't tried it but I understand vinegar works for rust as well.

"Works" toilet bowl cleaner.  Does wonders.  Just get a rubber plug/cork from Home Depot and a bottle of this stuff from Walmart, for like $2 or less, and cork and fill your tank.  Top it off with water and let it sit for 1-2 hrs and check it with a flashlight.  If there is still rust, let it sit.  I put in some nuts inso I could shake it up and i put on the gas cap to flip it over and get the top side too.  After you empty it, rinse it thoroughly with water and then coat the inside with wd40 or whatever lube you are comfortable with using, unless you can put it on your bike and fill it with gas.

he could add some curved gusset plates to help distribute the forces over a larger area.  i don't see TOO many problems with his setup, but if any arise, they will happen here.  very large concentration of forces are to be had here, so hopefully there won't be any problems.

I am assuming you have a wire welder or access to one, I would fill in the areas pointed out earlier, using the wire welder taking several passes letting the heat build up and cool slowly you can then smooth and shape the area to flow a little better anyway you desire.

this will also take out some of the temper from the factory part making it more likely to flex or bend than crack or brake.

just my two cents

looks pretty similar to a project I got going, I started to do the same thing to the point I cut up the swing arm, I then went a little different direction.

good luck
