'74 CB750K4

Can someone tell me if the front forks are suppose to have these indentations on the back of them?  I'm guessing they're there to clear the tank.  Unfortunately, they still touch the tank at full turn.

Yes they are to clear your tank. Your tank will pull back a bit, but probably will move forward again. Make sure the right rubbers are on the tank mounts (will move up and down a bit if they are smaller)

 It is looking to me like your fork stops are bent, check them.

That's be my bet, the fork stops are bent.
