What's this coating inside my tank?

Can someone help me identify this off white coating inside my tank?  I'd like to know what it is so when I get to the point I can tear it down (inoperable title in hand), I can get rid of it the correct way.  From what I've found in searches, I'm guessing POR15 might take care of it.

Looks like Kreem to me.

Yes, looks like a pretty sloppy Kreem job.  This is how Kreem got such bad reputation.  Poor prep and application.

The cap vent hole looks plugged,too.  It probably won't be a problem until the cap's gasket is replaced, though.
