Alternator Covering and the rotor

Hello all,
I am trying to diagnose a charging system issue on my 1980 CB650.  The voltage across the battery does not go above 12 V at any engine rpm and I suspect the rotor.

I measured the the white and black leads from the wire block for the rotor/stator and the resistance varied greatly between 4 and 130 ohms.  I want to remove the alternator housing so I can measure the resistance more directly to hopefully remove the fluctuations.

If I remove the alternator housing will oil come out?  I just changed the oil and I dont want to do it again so soon because of the money.  Any advice?
