Your kick start clutch is not installed correctly.  Fiddle around with it a bit and you'll figure it out.  I had the same issue with my 350/4, which I fixed by rotating the kickstart clutch.  The other option is that your kickstart clutch is worn out, but I doubt that.

There's no "kickstart clutch".
The 175 kicker is almost identical to most other Honda twins of the era.
To fully replace the kicker mechanism means you have to pull the engine and split the cases.
If you remove the clutch itself you'll be able to see the "external" portion of the kickstart shaft (meaning the part you don't have to split the cases to get to) - but if the shaft is messed up, then either live with the electric start or get going on pulling the engine.

Is it completely free spinning? No resistance at all? Sounds like the spring inside the cases that pushes the ratcheting kickstart gears together could be broken. (If it's anything like the 160 kickstarter). Unfortunately, you will have to pull the cases to remedy this.

If there is some resistance... it feels like it's "slipping" (not free spinning)... it could be that your clutch plates and/or springs are very worn, or that the clutch is very poorly adjusted.
