CB400F fork disassembly help needed

I need some wisdom shone upon me.  I am tearing down my CB400F front end to replace my pitted tubes.  I am turning the socket screw but it is not loosening from the pipe, part # 51470-369-000, #9 in the posted diagram.  I looked through the top with a flashlight and it is just spinning around inside.  Is there a trick to keeping the thing from spinning while I am loosening the socket screw.  The first set of forks I disassembled I didn't run into this problem and the socket screw loosened and came out.  Any advice would be appreciated.

Impact driver seems to work. Or some suggest inserting a wooden dowel (broomstick) down into the fork tube as a wedge.

Search more and there is a video out there (maybe on YouTube)

put the main spring back in and screw the cap back down. otherwise get a wooden broom handle or similar, create a nice taper to one end, jam that down to "hold" part #9 and unscrew the bolt. some people use an impact drill with the right attachment to jar it loose but I've never had to do that.
