Need part ID please

I did a search, lots of Breather threads but no answer for me.

CB750 K4
Putting parts back on the bike, I came across this zip lock labeled "Breather" with 2 bolts for the inside and a connector of some sort (see Pic). There is something like it, inside the breather where the hose gets connected to. Does this one connect to the outside of the breather where 1/2 inside the breather hole and 1/2 inside the hose with a clamp over everything? Thanks in advance.

Not entirely sure I understand your question but the smaller item in the photo looks like an alignment dowel for the barrels or the head.
The breather cover is only one piece.
See the part list for the exploded diagram.

I see the dowel pins for the head in the parts diagrams, but I never got that far on this engine. All I removed was the valve cover and breather. In 2008 I put this "pin" in a bag with the 2 screws/bolts that I know they go inside the breather. I can't figure out where its from in that neighborhood. 

Could it have pulled out when I removed/replaced the the valve cover gasket?

and if it does actually belong to the head, what are the consequences of missing one of them?

That would be my best guess.  I believe its primary function is just to align the valve cover.
Perhaps a more learned forum member knows if it has any other function.

The dowels just align the cover. The hole where this is missing will be obvious when you take the valve cover back off. There are a few of these - some very important - in the engine but if you've only pulled the valve cover off then that must be where it came from.
I would want both of the valve cover dowels in place, but on a 750 this cover just keeps oil in. On other SOHC4 engines the rockers are in the cover and alignment is critical. For a 750 if the engine is already in the frame I would keep the dowel and put it in if the cover is removed in future, if the cover is slightly off kilter that will cause oil dripping but I don't think any serious harm will result. If the motor is not installed put the dowel in now.
