Try a water jet cutting place.. You will have to research material. That is the tricky part, if they dont have the material you will have to buy it.
I think there are a few stainless alloys that work.

You would need to get material to me but I could design and send to my waterjet place.

I agree; the proper length velocity stacks alone will cost $150 US. What size chokes (venturi) are installed?
