77 CB400F front fender braces -- one or two????

My '77 has two braces but I have learned that it should have one but lots of pictures of various '77's show they two braces. Some have one... can someone tell me why??

Leftover parts supply at the factory getting used up?

Thanks for the comments. In fact the mirrors have been repaced since this picture was taken. I have also learned since posting that the Canadian '77's had two braces unlike the US models. Mystery solved!
