Well, in order to troubleshoot I would disconnect the LED and resistors and simply put the bulbs. That would be an "standard" condition, but blinkers are designed to have two bulbs at each side. This way you are having just one -as i understand you don't have front blinkers, so the blinking rate shouldn't be "normal".
As TT has said, the electronic blinkers will vary the rate if one of the bulbs fail. So, in order to fool it, you should use two resistors per side. LED + resistor = load of rear blinker. And the second resistor = load of front blinker. That is, two resistors + LED in parallel.
