valve adjustment

hello,
building up my second cb550 tore the motor apart pulled valves out cleaned valves with bench grinder wire wheel, marked each valves 1intake 1 vlaves an so on figure keep them in order if that had an small amount of wear it would match back up. all vlaves were straight spring went back in without a hitch,
pulled each rocker adjustment screw an nut an gave them a cleaning put them all back together
so to the point now..all rocker are loose can spin the shaft 360'. set my points moved to the valves started with cylinder one I was on T" 1-4 set intake to .002 an exit to .003 as book specs went to spin 360' to set 4 an it would only get to 358' or so. Couldnt get it back to the T' 1-4 did that a couple times then thought I might had been a tooth off on the cam chain so I pulled the cover off an after I pulled it off figured chain is on the right tooth other wise I woulnt beable to spin the motor 360' to begin with
so everything is back together so I tried cylinder one again same problem, checked the chain tensioner still nothing everything loose will sping 360' as long as no valves are set
so I set cylinder one again spun it 360 still wouldnt spin all the way around, I then undid cylinder one went counterclockwise back to where I was then cranked motor around 360' counldnt set number one not at tdc spun it again set cylinder 1 tried spinning it an same %$#&'ing problem
reading the manual for the past hr did I just miss something where it says set one then 2 then 3 an 4. from what I got an somewhat remember from my last bike it 1 then 4 an 2 .3

I read the other valves posting an they didnt seem to have the same problems as me any help would be  great  an call me a idiot if it is deserved

I'm not a 550 guy but don't you have to tie up the rockers with rubber bands before lowering it down to keep them from binding one may be off to the side preventing full rotation.

they were lifted up an placed on the top of the valve when I put the rocker cover on.
