1981 Honda CB650

I have a few projects I'm doing to my bike and was hoping to get opinions/suggestions. I'm pretty new at all of this and have a lot of learning to go. Thanks everyong for your help in advance.

Rear:
I'm puting a 140 tire on
I want to lower the back end so there's not as much space between the fender and tire. Planned on putting shorter shocks on to remedy that. I also want to mount the fender more like a brat style. Keep in mind I'll have a solo seat on here.
? Does anyone know what kind of fender will fit? Might beable to get the old one with a little work.
? Can I drill holes a little further up on the frame and slant the rear shocks a little?
? Does anyone know of shorter shocks that will work?

Front End:
I found a great set of forward controls that I'd like to put on. I also wanted to put longer forks on and change the angle more so the bike isn't on a slant.
? Does anyone know of any longer forks that will work? ( I have access to a set of 1985 Vulcan 700, not sure how universal stuff like this is.)
? How safe is it to cut the frame a bit and reweld the forks at a steeper angle? Probably only want to go a little more of an angle.

You can find a fender that you like that is wider and cut a section out of the center. If it is too wide by an inch, find the center and mark a 1/2 inch on each side of the center line. Use the part you cut out as a support when you weld it back together (it will follow the original shape).
If you do it right, you won't need to change the shocks. DON'T DRILL THE FRAME, IT WILL WEAKEN IT!!!
Check Franks Forks, you can get any length you want. If you want to rake the frame, get somebody that knows what they are doing or MAKE OUT YOUR LAST WILL AND TESTAMENT.

rear: visit the CycleX website, they have 11" shocks;
front: yes the CB650C has 2" longer forks, I have a spare set of these layin' around
drill holes: not very recommedable as said.
forward controls: make it as you like it, just make sure the brake proper done.
and for the fender, check egay regular or the highest recommendation is to look around at a salvage yard, motor barn or any place where are lots of old bikes.
one day you'll buy something that doesn't fit at all and the other day you find the perfect one, the first will be a spare for the next bike you build  ;)
