Petcock filter

So when I cleaned out the tank on my '77 CB550 Saturday I removed the petcock. Even when half full of water, nothing comes out of the hole where it goes, so clearly I have some more work to do.

The petcock tube itself was half full fuel that had evaporated to the consistency of molasses. The selector barely moves so I decided to just order a replacement. Looking at the parts diagram it apears that the tube fits inside a filter screen of some kind, which did not come out when I removed the petcock. So I am guessing that this is clogged with crap, which is why the tank doesn't drain out the open hole in the bottom.

Am I reading the diagram correctly? Assuming that I am, how do I pull the filter screen?

Of course, if I had followed my own advice to a newby the other day I would have done a topic search first BEFORE I posted the question.
