Best way to clean up neglected wheels

I recently purchased a 75 cb750 with the standard 18 and 19 inch wheels.  As with many older bikes, mine has sat for some time and has some light surface rust on the rims and spokes.  I would like to refinish my lips and replace the spokes with stainless ones in the future but would rather spend my limited budget on some new gaskets,sprockets,oil lines,ect and get my bike on the road by mid summer and actually enjoy it this year!  My question to you guys is what is the best way to clean up the wheels to make them look more presentable and prevent further rust?  What type of cleaning products do you recommend?    I would really like to wait Until next season to replace my Rims and spokes, but dont want to have crusty looking wheels on a bike that will have  fresh paint amongst  other new parts.
