77-Cb750 headlight keeps blowing

How can I troubleshoot this.  I put meter on the connector leads and they read 12v but cant get them to short by moving them around.  Am I looking in wrong place? Any tips appreciated.

How is the headlight mounted?

Are both High and low beam operational?

What is the system voltage when the battery is at full charge and the engine is revved up?

Turns out is was the fuse.  to the eye the fuse looked good, but once heated, the filament it microscopically separated just enough not to make contact, even though to the eye you could not tell.  A new fuse fixed the problem, the bulbs were not blown.
