hallo, listen in  video how engine works..
maybe You can diagnoze problem
when choke cable is tighten-air off.. engine runs.... when choke off - air runs... engine stops and patrol runs from tubes.....

1.   jets may be clogged.  choking makes up for the lack of fuel.
2.   sounds like the floats are stuck open.
you should start with a good carb cleaning.

carbs are cleaned...
carbs does not react to Handle turning.... its runs by self )

   is the idle adjustment turned in too far ?  if all is clean then your float level is a problem.  the only way gas flows from the overflow lines is if there is too much fuel in the bowl.

the video is dark and i can't see what you are doing as the sound changes.   odd, it sometimes sounds like you're running out of fuel and flooding at the same time.    maybe someone else can help you.  good luck !

in video - at start i do nothing....
just push Start button.....
then - 1:07 min i turn gas grip.... but carb dosnt respond to this...  1:47 min You can see it
