Honda CB360T Headlight issues

I can't seem to trace down why my headlights won't work. I tested the black/red and black/yellow wires with a multimeter and I'm getting power. I thought it was the fuse but replaced the fuse and then the fuse box and no luck. I've also tested the blue, white and green wires from the headlight with the the multimeter (one end on the black/red and black/yellow and other end on blue, then white, then green) I get a connection but headlights don't work. I'm stuck and don't know where to go from here. Maybe headlight control switch? Any suggestions? Thanks in advance.

This may be restating the obvious, but since you didn't mention it, I will ask - Have you tested the headlight itself? If you have a known, and good working headlight, the next thing to look at old be the connections to make sure power is getting through them. Corrosion will play nasty tricks.

My brother was messing around and with the bike started he accidently pressed the starter button and the headlights came on. After two starts with the headlights coming on it didn't come on anymore. I'm guessing some kind of starter switch problem?

BINGO!!

Most of these bikes have a extra circuit in the starter switch that turns off the head light while starting the bike. This gives just a little bit extra power to the starter. I'll bet you that if you open up that starter switch pod and clean things up in there you will have solved your problem.
