Rear Brake

I am having a problem with the rear brake dragging on my 78 750 F3. I have cleaned and rebuilt the rear brake all looks good the rotor is true. The wheel spins freely untill I tourque down the axel nut then the brake drags it is driving me crazy. I noticed in the shop manual a washer 18.5x34 that appears to go on before the axel nut I don't have this washer it is not clear if it should go between the axel nut and the swingarm or the swing arm and the caliper bracket. Any info would sure help.
