Airbox tubes

My tubes seem to have shrunk.  Is this normal?  Do I need a whole new box or just some new tubes?  It doesn't appear that the holes in the box itself were enlarged, it just seems that the tubes have shrunk in diameter therefore not locking into place anymore.  They're hard as a rock too.  Also, it seems the PO had painted the box with some spray paint.  Any suggestions of how to get it off without ruining the plastic?

let them sit in simply green they will expand..aslong as the rubbers arnt cracked

ps they will expand to be too big but will shrink back down

Shrink back down to the size they are now?  Or back to original size?
