The bike is a '77 Supersport 750f. The carb appears to be non-OEM, and has a KEI*HIN Japan stamp on the side of each carb body.
I took the carbs off a week or so ago to clean them. As it turns out, they were perfectly clean inside, so I just put them back on. Something I bumped must have messed with the choke. It wasn't starting at all, though everything was turning over just fine.
So today I pulled the airbox off and noticed that the choke wasn't closing all the way. So I closed it all the way with my finger, and sure enough, the engine fired right up. (It also backfired out of the #4 when I let go the throttle, but I figure that will be taken care of when I adjust the valves and check the timing after I get the engine running again.)
When I close the choke with the choke pull on the handlebars, they don't close all the way. That does, however, pull the choke as far as it will go. Noting this, I pulled the carbs off the bike for a closer look. This time, when I pulled the cable pull with my hands, the chokes closed even less, because the choke pull doesn't pull the actual choke rod things all the way around. I can't figure it out. What could be causing the main choke pull to let go of the actual choke rods so early?
In other words, what is wrong with my stupid choke?
