The starter on those 350Fs is a quick blip and they're running -- if they're running well. Maybe that bike wasn't tuned well.

I rarely use the kicker on mine, usually only if I discover that the battery is giving up. On the bike in my avatar I replaced the pegs with 400F pegs and linkage (after swapping 400F exhaust) and the stock kicker would barely clear the peg (and rub). A 550F kicker fixed that.

Will the case be required to sit in an oven,to release all the oil from the alloy,before tig welding ?
That can take a while.

No, he's welded cases for me several times (usually chain-damaged K0 and sandcast versions). Once a (really sad) sandcast case caught on fire when he got it hot enough, but he was forewarned how porous they can be and was ready with a CO2 extingusher, then carried on.
