Sensitive Throttle. Quick rev from 2k to 4k (VIDEO)

I'm not getting a smooth throttle up. It revs from 2K to 4K with the slightest pressure on the throttle(barely twisting). Is this a carb issue?

You can fast forward to the 2:11 mark and see it.

Maybe and air leak between the engine and a carb.  Like a split in the rubber that opens a little as the engine revs up.

You don't mention how the throttle feels while turning when the engine is not running.

You mean like if it is a "sticky" throttle cable? The throttle actually has pretty smooth action from the closed to wide open positions.
