I've been a Honda guy all my life, and have now purchased a 1982 cb650sc. I've never seen the bike in person, but for $300, I don't care. The pictures look pretty good, and I know of a few things that will have to be repaired. According to the owner, the bike hasn't run in months, because he lost the keys to the gas cap and the ignition. That's an easy fix. I found both on ebay for $40 total. that gets her to where I can start checking her over for electrical issues. The PO claims that it has run since he lost the keys, but upon "hotwiring" it the last time, the starter wouldn't engage the motor. Now I don't know how he "hotwired" it, but I guess the best bet is get the ignition and gas cap on, throw in some starter fluid and find out for myself. I have the feeling from listening the PO the one of the problems is the starter clutch, and after reading the symptoms and cures for a spinning starter on this forum, I feel like I'm in the same boat as a lot of people. Other than the starter clutch, what else might keep the starter from engaging.... the starter is brand new btw. Luckily for me I saw a post on here detailing how to do it.
