Try unbolting the clubs and rotating them until the bolt circled in your picture is below the downward bend. The bar ends need to be angled more downward.

I already tried that. The fork nuts were STILL hitting the bars. I'm pretty sure the PO had lowered the front end, making the clubman bars installed wacky.

No doubt the PO installed shorter cables. You might be able to gain some distance with routing, but you may have to replace the cables in the end.
