rear brake pedal shifts

I have felt a slight shift in my brake pedal lately that I notice a moment after I push on the pedal.  The pedal pushes into my foot a quarter inch or so (hard to tell exactly how much, so that is a guess).  I get a light thunk out of the rear brake sometimes too.  The rear linkages are all connected, the rear axle is tight and the chain adjusters are snugged.

I don't have an indicator on my rear brake hub to tell if the brake pads are worn.  Does this sound like a worn brake pad issue?

Shootin in the dark here, but brake shoes would be my first guess... But could be a host of #$%*... Out of spec liner, maybe swing arm bushings??? I'd check the shoes and measure the drum liner... Could also be the actuator arm (I think that's what it's called) needs to be greased.
