Not an air vent just to drain the section of tank under the filler flap which would fill-up with water in wet conditions .... look in there , you will see a drain hole where the hose connects to.... all the 750 F and K7 and 8 'flapper' tanks have it too.
If your sure it's a carb problem; it's ignition,

...and, if you fill you tank up to high, the extra fuel will run out the tube instead of all over your hot engine.  don't ask me how i know this.  ;)
