semi's with trailer skirts

Has anyone else noticed the new aero skirts on semi trailers? It seems to me they vacuum dirt and sand off the road and put it in the air. I passed a couple (opposite directions) in construction zones and got sand blasted pretty good. I had my helmet lens open a little and sunglasses on, it got pretty blinky for a while.
No matter how many times you paint over a shadow, it's still there.

Are those those plastic sheet pieaces in the middle of the trailer that looks like there halfway about to fall off ?

Yes, one of those falling off that's a scary thought.

Haven't seen those in the Northeast yet.

According to this web site,

 they're supposed to be a permanent installation on the trailer, and supply at least a 4% increase in fuel economy.  I'm thinking that they are more like a giant vacuum cleaner and they throw all the grit into the air as they pass.  Maybe we should demand they stop installing these things until they come up with a safe means of reducing the sandblasting effects?

I've begun noticing them around here and in Ohio lately. They didn't appear to mounted parallel to the trailer sides, but rather the front anchor points are closer together than the rear making them guide airflow out and away from the trailer under-carriage. I was in the car so didn't notice affects. I expect it would be a bit disconcerting if you were coming up along side one on a bike.
