1975 cb550F shift fork drum assembly

Can someone please tell me that I have this setup right? I am trying to move the drum to make sure everything rotates freely and it doesn't.

the shaft on the pair of forks isnt all the way through into the case,the fork on the drum looks to be the wrong way around?

Thank you. I knew the double fork rod popped out while taking the picture. Switching the drum fork around made all the difference.
