Did the new pad on the piston side slip in easily with no rubbing or resistance.??  Some of these new pads need to be dressed out a little, sides sanded down, thick paint removed etc. to work properly.  Was it working OK with the old pads before the change.?? Did you remove the piston in the caliper and give the seal groove etc a good cleaning while you were in there.?? If all good down low then you need to check the holes in the master for blockage etc.

Usually the seals can be used again, its the crud that builds up underneath it in the groove.Big question though is was it working before the pad change or is this a rescue ?

On a Dodge van I have the caliper would not release once. Turned out to be a collapsed brake line. The fluid - pressure would go forward but not back up the line.Did the rubber hose get bent or manipulated much while you were working on the brakes in such a manner that it could have caused this problem. What was the old fluid looking like in the master when you did this, very dirty and cruddy or fairly clean.May have a blockage in the line somewhere.     Also give the caliper a good whack with a rubber hammer and see if it release.
