Government shut down in Minnesota

So minnesota's govt is in a shut down. How can I purchase a bike from Minnesota And do the title transfer? Should I drive to Wisconsin and do it at a Wisconsin DMV? Any advice? I bought the cb550.

You should do the transfer in the state you live in.

+1, just transfer the title to your home state, make sure the previous owner signed the title over to you.
