750F bolt at end of camshaft

When I took the head off of my 750F2 I found there is a loose bolt at the end of the camshaft. First question, what is the function of the bolt and washer? It doesn't seem to do anything Second question, the bolt is long for the threaded hole so that when tightend down it is not tight against the washer, the washer can move around, this does not seem right? I don't think the head has been off before so I don't think it is a PO situation.

That bolt and washer should be tight. It prevents lateral movement of the cam.
