what kind of bars are these?

I saw this picture on these forums a long time ago and really like the handlebar setup. Does anybody know whos bike this is/what kind of bars these are?

They look like clubman bars.  These bars are positioned similar to clip-ons but are a one-piece bar.

yep those are clubmans. I've got a set of those <3

they're not so great without rearsets though...
