Thank you guys soooo much.  I will pull the #4 plug again and look closely at it and I will also put some oil in there and retest to see if it is valves or rings right?

I would test first WITHOUT oil just to rule out a poor connection during the first test. If the compression is still low then add some oil and test again.

Good idea, I will retest everything tonight and then do an oil add to #4.  Or should I do an add to all of them?

The other three cylinders all tested pretty close and seem okay. You can add a little oil and retest if you want to (can't hurt) and you will likely see all compression numbers increase, hopefully proportionally (i.e. compression numbers should be close to the compression of the other cylinders).
