fair price for a frame with title?

hey guys got a question in your opinion whats a fair price for a frame with a title off a 75 or 76 cb 750f frame . found a 76 parts bike with no title and only need a few things off it so thought maybe  i could find a titled junk bike. and i did its a real peice nothing original except frame really but the guy wants 600 for it . he thinks he is setting on a collector bike . i told him my story he said if he doesnt sell the bike soon he is going to part it asked me what i would pay for a frame

Retitling a title-less '76 through ITS costs about $300. Here in Colorado, the additional fees would make it $480 or more, total.

Titled frames are worth $50 - 100.  Indiana takes $250 and 6-8 weeks for a "court ordered" title.  That is THE only way to do it now in Indiana.  The good news with that is you are the original and one and only owner and you can assign any mileage you want.  It is as if you bought it new.
