Topic: Headlight and tailight dim?????????

I find the 2 lights to be very dull/dim on my 75 cb550f.Batteier is at 12.6 and with the light on (bike not running) it is at 11v.Start the bike and at 3000rpm it will get to 12v at the headlight and tail?Is this normal?With the tester on the batteier when i get it up to say 4000rpm the tester  will read 13v's?Thanks
