CB750 charging issue

new battery, changed rectifier...still low volts on rectifier.
do you think its the stator? and or rotor?

Stator or voltage regulator, maybe wiring, check per manual. Here is a schematic that shows the charging system simplified.

Also check the wires under the gear cover that hook up the harness to the stator. Mine were frayed and this caused the problems you were experiencing.

You may have a new rectifier, but how ugly are the connections that it plugs into?

I just changed all the connections on my 74 CB750.
They were as bad as bad could be. They looked like they had been in davy jones's locker at the bottom of the ocean for 100 years.
Charges perfectly now. Pop a few of them out and check them. If you need to replace them, go here to get what you need: http://www.oregonmotorcycleparts.com/connectors.html

You don't have to buy their crimping tool, but you are going to need one.
