Is there anything special about this washer?

#22 in the diagram below. #21 is listed as a 10mm "plain" washer and #22 is listed as just "washer, 10mm". So what's the difference? Is one rubber or something?

21 should probably be a spring washer. At least that's what I would use there.
Do a search for that part number and see if you come up with a better description.
22 should just be a plain metal washer i would think.
