1980 CB650 Carb/Idle problem

I'm needing some help.  I have a 1980 Honda CB650 and it will not idle were it's suppose to.  If the idle is turned up, it will stay running, but if I turn it down, it will stall.  I have completely rebuilt the carbs, and replaced the intake rubber.  It has a 4 to 2 exhaust on it.  Would syncing the carbs help?  Like I said the bike will run really good, but will not idle or come off idle strong.  You have to play with the throttle to get it up and going.  Please help, and I appreciate all the info you can give me.

     When you did the carbs,{all 4}
 You cleaned the slo-jets,and idle mix screw holes, and the little
      air mix emulsifier jet {inside up under the slo-jet threaded hole} ?
       open the idle mix screws on each carb 2 turns , starting point.
           If you changed exhaust, and /or air filters to something else,
                you may have to rejet {if not, you may  have missed something cleaning}
                   If bike is modified..........
            a #35 slo, will have to be upped to a #38 slo
               to even get good idle, and lo end running.
            Be sure fuel ,and fuel flow{float fuel levels } are good.too..
                When I set carbs{on bench cleaning}{ for CV style}
          For a Quick start point...   I take notepad paper, and cut 4 matching strips
                3 in long by 1/8 wide, put one in under each butterfly bottom,
               {right where idle holes are} and
                adjust all 4 carbs so that the drag is the same to
                   just slide each paper out.
                 that sync's carbs close enough to get bike up and
                  running ,to warm up and tune it.
