Peculiar. You sure all the components are the same for all 4 carbs? never underestimate the stupidity of a PO. Are the slides and mechanism all the same? There should be only one position for the slide linkage to bolt to the throttle arm. Like TT mentioned the slide linkage attaches to the slide ball socket you might have left a piece out or installed wrong or uspide down.  It's easy to do. Was the needle seated all the way down when you screwed the linkage into it? Or the slide could've popped off the arm/ball socket if it's not dropping down with the linkage.

I have come to the conclusion that I shouldn't try and work late into the night after working all day.  I get sloppy with my work.

Took the carbs back apart yesterday after work, and realized the I had put the slide in backwards so that the large gap was from the opening that should be up front (intake side).

TT - Is carb #2 the "master" on the 022A's?

I plan to vacuum sync them today when I get home from work.

For 022a carbs there is no factory designated master.
The mechanic designates a "master" carb, by ensuring one of them will seat all the way to the bottom of the bore when the big idle knob is screwed out.  Whichever one hits bottom first is the designated master to which all others are synced to whatever it's vacuum reading is.

As for slide orientation, the slide cutaway faces the air filter end of the carb.

well I hooked everything up to vacuum sync the carbs but cylinder 2 wants to suck the fluid all the way up into the carbs and its adjuster is backed almost all the way out!!  What would be causing this excessive vacuum??

In the intake side pic you can see #1 carb slide is way high compared to #2.
You did re-set them to same height?
High vacuum is caused by slide completely bottomed out compared to the other slides, you did try turning the adjuster the opposite direction to see what happens?
You could also have something assembled wrong?
If you ghave some od pilot jets, push them into vacuum lines, it will slow air movement, particularly if 'idle' speed is too high
