rubber sealant? hondabond? on my carburator slide

Cleaning my carbs, wondering if I should put a similar type of sealant back on after cleaning. The first carb I cleaned had a blue rubber on all of the metal parts that showed through the rubber gasket, and there was also a liquid gasket type of material on the back of the rubber gasket you see in the picture. I have hondabond. Will that work?

Just some kind of silicone, I think.  Definitely not Hondabond though, as it would be white.  I agree that nothing should be used on a diaphragm like that.  If it needs sealant, it needs replaced!
