CB650 wiring Green wire live or not?

Hi all;

I'm building a CB650 cafe racer and have recently refitted the loom;
The bike won't start, it turns over and if I spray 'cold start' intothe air intakes it will fire up and run for a few seconds.
I have started tracing back the wiring checking coils etc and have noticed that the Green coloured wire which comes from the rec/ reg and goes to the coil earth, light and indicator earth etc, it seems to be live?
If I connect it to earth with a bulb or voltmeter inbetween I get a reading/ lights up.
This wire appears to be a common ground so should it have current going through it?
It is only live when the ignition is switched on.

Please help so I can eliminate the problem and get my bike on the road before the winter.
