You need a racing license and there are a lot of equipment rules. Go to a race and talk to the riders, usually the pits are open after the race and as a rule flat track racers are a good bunch and love to talk. There are several sanctioning bodies in Canada, I don't know about the USA but the AMA would be a good place to check for classes and rules. You start in whatever displacement class you pick as a novice, every year the best riders from novice class move up to intermediate and so on to expert. Intermediate is fairly serious and the expert class requires a lot of dedication and money.
There's also Speedway which is for certified lunatics only.

If you want to go the vintage path, which is becoming very popular lately, go here http://www.vft.org/ There is even some non vintage info/bikes there.

I went to a local vintage flat track event last year and it was very interesting. Seemed like a laid back event where the racers were out to ride fast but have a good time as well. There was a bit less of the uber competitive grind your opponent into the fence feel and more of a fellowship both on the track and in the pits.  The equipment was not all that expensive in several of the classes either.

When you're sliding into the turn with back tire hanging out and the handlebars turned the wrong way, NEVER let off the gas.
