Is that the only picture you can spare?  I'd agree with the CB750C, but could be '81 as well.  Stock front fender was chrome, so going by the red paint is a mistake.

I have no idea where exactly the pic was taken.
Just a random one found on the interwebz.

My guess is probably somewhere in Quebec.

I'm still stumped to tell the truth.
